In December 2004, KUB reached a comprehensive agreement with the U.S. Environmental Protection Agency, Tennessee Department of Environment and Conservation, the Tennessee Clean Water Network, and the City of Knoxville to address sanitary sewer overflows (SSOs) on KUB's wastewater system. The Consent Decree (CD) was entered into the federal court record on February 11, 2005. 

The CD builds on the $530 million PACE 10 sewer improvement program that KUB launched in October 2004. It places additional requirements on KUB, including penalties for overflows. It also impacts customers in several ways, including controls on new sewer line connections and - where necessary - repairs on customer-owned laterals.
